This set of tactical one-on-one skirmish rules emphasizes small units and command and control with limited vehicle support. A player can control 2-5 men and/or a vehicle. The time scale is 5-10 seconds per game action and 3-6 minutes per game turn. Ground scale depends on the size figures being used as this game was developed for 1/35 scale. For that scale 1 equals 1-3 yards and for smaller scales 1 centimeter equals the same amount.

The turn sequence is controlled by two action decks of playing cards. Each figure is designated by a card and the number of cards varies by the figures experience level. Furthermore, each experience level allows a certain number of operations per card. Thus a recruit would have three action cards and he could perform one operation per card. An experienced figure would have 5 action cards and could perform up to 3 operations per card.

This somewhat unique system ensures that you never know what figure or vehicle will move or fire next. Command and control is stressed with leader command radius and the Joker card allowing leaders to exercise bonus actions or pass the action to a subordinate element within his command radius.

Each figure has a strength rating which affects the figure's ability to perform. Firing is resolved by obtaining a base hit number modified by range and cover to produce a probability of hit. The rules allow for such things as covering areas and opportunity firing. Indirect fire weapons, grenades and anti-tank guns are covered.

Melee is resolved by computing fight points based on the weapon and other modifiers and cross-referencing the number to a results chart for strength loss. The rules allow heroic actions to occur on any die roll of 00, inserting that element of chance we all love so much.

The morale and some very interesting optional national difference rules can really spice up a game. An example is Japanese human wave attacks and rules for NKVD leaders firing on their own troops if they fail morale! These are a well written set of rules that are indexed for easy access. There is an excellent section of designers notes. The rules include character sheets, data cards and sample markers to indicate figure status. There is also a 25 page scenario booklet included.
