'The welfare of the people is the highest law' Born by Parliamentarian, Major William Rainsborowe (Rainsborough), son of Colonel Thomas Rainsborowe, was a pro-leveller and Fifth Monarchist. He served in New Model in Sheffield's Horse and eventualy under Thomas Harrison. Served at Naseby Bristol and Preston. According to Blount (1655) the device dates from 'after the King's death', sometime during early 1649 as later in the same year he was dismissed for sedition.
