This country would have preferred to remain neutral, but they happened to be on the list for Soviet action resulting from the Soviet-German treaty. This makes them potential allies early in the war, but only if Allied help of a practical nature is forthcoming. Such help, of course, helps alienate the Soviet Union, but would mean that Finland does not join the Germans when war with the Soviets comes.

In the absence of Allied help, German help will violate the treaty they have with the USSR, so Finland stands alone, but with an inclination to side with any power that attacks the Soviet Union.
