Identify all vessels heading for Split, and determine their cargo. If necessary, send a helicopter with a boarding party to board the vessel. There have been several encounters with Yugoslav naval vessels during the past few days but nothing threatening has been noted. Standard ROEs are in effect, which state that you can not attack until hostile intent has been demonstrated (this includes locking on of fire control radars and training of guns) and you may not violate the 12 nm territorial limit unless you are in pursuit of a known or strongly suspected arms carrier.
