GENERAL BRIEFING Spring 1943--except for raids and probes the front lines are quiet. Both sides are waiting for the summer offenses to kick-offi In defensive positions along the front, German and Russian troops enjoy the break from combat and the Russian winter. The ground has finally started to dry out, which makes it easier to bring up supplies. However, it is also easier for Russian Partisans to move around, allowing them to step up their raids on German rear areas. A constant threat, the Partisans become especially active just before and during major offenses. With a limited logistics capability, the Russians count on the Partisans to even up the situation. By disrupting supply lines and destroying supply dumps, German operations can find their successes limited by a lack of fuel and munitions.
