The army was formed of infantry, rifles, cavalry, artillery, engineers, train and gendarmes. Its peacetime manpower total was 45,551 and in times of war was expandable to 85,000. During a crisis the latter number could be further increased by an emergency levy.

The Crimean Expeditionary Corps consisted of 15,000 men formed into provisional regiments. This was effected by detailing one company from each infantry battalion and forming regiments of two battalions totaling two divisions of four regiments each, and a reserve brigade. There were also five battalions of Bersaglieri.

Each infantry regiment was comprised of four battalions, each battalion having four companies. A wartime company consisted of 126 privates, three officers, five sergeants, nine corporals, eight lance corporals and two drummers. The regimental staff consisted of paymasters, clothing officers, chaplain, quartermasters, tailors, armourers and sutlers.

The Light Cavalry regiment was comprised of four squadrons, each of 120, giving the regiment a wartime strength of 480.

The artillery is the least well documented, with batteries designed to have eight guns, but very often having only six. There were eighteen foot batteries and two horse batteries.
