If you prefer complex ACW rule sets, then you may be interested in Stars-n-Bars. This rule set has all the "bells and Whistles". It has initiative rules, command control rules, grand tactical and tactical movement rules, troop quality rules (with six "eliteness" categories), leadership rules, engineering rules, melee rules, small arms rules, artillery rules.... Well, you get the point!

Stars-n-Bars uses the Telescoping Time Concept as introduced in Empire III. Consequently, the critics of that rules concept will find Stars-n-Bars just as objectionable to them as Empire II was. Conversely, those who believe the concept accurately simulates large scale conflict should be pleased that Stars-n- Bars extends the concept to ACW warfare.

Stars-n-Bars is available from Emperor's Headquarters, 5744 W. Irving Park Road, Chicago, Illinois, 60634, Telephone (312) 777-7307.
