In August 1965, the Pakistani Government decided that deep raids should be launched in Indian-held Kashmir. At right, Gen. Musa decorating Maj. Gen. General Mohammad Musa, the Commander-in-Chief of the Pakistan Army, directed the commander of 12th Division, Major-General Akhtar Husain Malik, to prepare a plan for deep raid into Indian occupied Kashmir. The operation, code-named GIBRALTER, was planned to create disruption of enemy communications, sabotage of his military targets, and as a long-term measure, distribution of arms to the people of occupied Kashmir to initiate a strong uprising in the valley.
