NATO Operational Situation: The Federal Republic of Yugoslavia (FRY) is under intense air attack from NATO forces as they try to persuade the FRY Government to withdraw its military units from Kosovo. The situation is grim, as there has been considerable damage to the transpor-tation infrastructure and the air defense network. Fuel and ammunition supplies are being depleted without replenish-ment and an amphibious assault by NATO is in the final planning stages. Intelligence reports indicate that the FRY Navy is under considerable pressure to do something and not just sit in its protected harbors in Kotor Bay. In an attempt to lure the FRY Navy out so that NATO forces can engage and destroy it, a Tomahawk attack will be made within range of FRY coastal surveillance assets. NATO Tactical Situation: The standing NATO Adriatic Force will cruise to a location about 40 nm off of Kotor Bay and begin launching the next Tomahawk strike. USS Philippine Sea (CG 58) and USS Nicholson (DD 982) will each launch 20 Tomahawk land-attack missiles at their targets in Belgrade while the remaining ships will screen them, in the hope that the FRY Navy will come out to attack the Tomahawk shooters. NATO Forces:
NATO Orders: Launch the Tomahawk strike according to plan and engage FRY Navy assets if attack you. NATO Victory Conditions: Decisive: Launch all missiles in the strike and sink or cripple (50% damage or greater) at
least five FRY naval vessels.
Set Up: The NATO forces are 50 nm SSW west of their launch position at 2200 local. They formation is at the commander’s discretion. Course: 000° Speed: 20 knots.
