Soviet Factories and Europa

It is tempting to ignore factories that are not co-located with a factory of the other type, but Europa's penchant for detail is best followed by showing them exactly where they were.

Leaving aside the issue of just how many points each factory is to produce, the sheer geographical diversity dictates a number of factories. Some of these can be consolidated, but not many. Multiple factories of a single type in a single city reflect my very rough estimate of the relative production capacities.

Another tank factory must be added to the Urals by the end of 1942 as Zavod Nr. 9 begins T-34 production during the year. The conversion of Zavod Nr. 40 to AFV production can probably be ignored as Zavod Nr. 38 wasn't fully evacuated.

Note:Italicized locations are those that could be readily folded into other factories because the weapons produced were widely or easily produced The Urals includes all factories east of the Volga.

Leningrad and Gorkiy were probably the most important armaments centers that the Germans could possibly reach. The isolation of Leningrad minimized that production city's production. The loss of Gorkiy would have been catastrophic as it was also a center of truck production at the Gorkiy Automotive Factory, commonly referred to by its Russian acronym GAZ. Fortunately, Gorkiy was beyond the reach of the Germans, barring serious Soviet mistakes beyond historical levels, no matter what R.H.S. Stolfi may believe.

I do not believe that players should be allowed total freedom to select the ratio of field artillery and AA guns themselves. As noted earlier, much of the manpower (and womanpower) used in home defense AA units was distinctly fourth-rate and incapable of being used in the field. It was also highly political as citizens wish to see that at least some effort was made to counter air raids. As those air raids will be directly under the players' control, they should have only a limited ability to decide how they wish to use their artillery production. Thus much of the historical AA gun production must remain as such. This may be best handled by increasing the intrinsic AA strength of cities.
