(Rule 7) Is the 1 MP to detrain in an enemy ZOC paid in the (larger) rail movement factor (MF) or (smaller) printed MF of the unit moving?

Don't think of rail movement in terms of "rail MFs." Rather think of it in terms of "hexes per printed ME" When the rules mention "1 MP" or the like, they always refer to printed MFs.

(Rule 7) May a unit move overland, entrain, move by rail, detrain, and move overland again in the same movement phase?

Yes.

(Rule 13) Are air units flying defensive support in a hex added to the defending strength for overrun purposes?

No.

(Rule 14) May an airfield be built in a woods hex?

No, an airfield may only be built in a clear and rough hex, per Rule 14A1, second paragraph.

May a fort be built in a woods or wooded rough hex?

No, forts are built "in the same manner as airfields." This allows fort construction in a clear or rough hex only.

(Rule 14) May an engineer unit "supporting" a temporary airfield build a fort during a turn it is supporting the temporary airfield?

Yes.

(Rules 14B1 and 14B2) If a railroad artillery unit fires from two hexes in such a way that the "line of sight" crosses the vertex between two hexsides, one of which is a fortified hexside and the other of which is not, is its attack factor doubled?

Yes.

(Rule 16B) Are air units affected by supply considerations?

No.

(Rule 17D) May ground units destroy the airbase capacity of cities ?

No.

(Rule 18) Air Movement: May a type F air unit fly a twolegged escort mission, transferring on the first leg, then escorting on the second?

Yes, per Rule 20C. This is referred to in later Europa rules sets as "staging."

(Rule 18) Air Movement: May two-legged missions be flown in the return segment by air units that did not fly a two-legged mission in the movement segment?

No, two-legged missions may only be flown during the air movement segment.

(Rules 19 and 24) If a type F air unit on a bombing mission is patrol attacked, is its air defense strength reduced by two in the patrol attack?

Yes.

(Rule 27B1) When Eben Emael is neutralized by an airborne drop, may the defending units ignore retreats?

No. All effects on combat listed in the first paragraph of the rule are negated, including the ability of occupants of the fortress to ignore retreats.

(Rule 31 C1) Allied units north of the 1500 hexrow may enter Belgium. Is it correct to interpret this rule to mean they may move toward Belgium replacing units that have already entered Belgium?

No, read this rule strictly: If a unit cannot enter Belgium, it may not move at all per Rule 31C1.

(Rule 31 C2) Is it a fair interpretation of this rule that, if the players wish to forfeit simplicity, the neutral countries' units may be considered one-by-one as to whether they move in the reaction phase?

The rule says the decision applies to a units of the invaded country. I see your point, however: the rule states this is done "for simplicity." This editorial comment was ill-advised, as a lot of the other rules are also written as they are "for simplicity." If we open the door for this rule, where do we stop? The official "Rules as Written" answer is that one-by-one is not allowed.

However, as Jeff Millefoglie noted years ago, "There are no Europa police out there." So, if you prefer this treatment, by all means use it as a house rule.
