In 1775 three Major Generals were selected by the British to serve in America. They were General Sir Guy Carlton as Governor General of Canada, William Howe as Commander-in-Chief in America, and John Burgoyne. A year later in 1776 all three were promoted to Lieutenant. General. General Burgoyne was also appointed as Carlton's second in command. Coincidentally in 1776 General Howe's brother Admiral Sir Richard Howe was given command of the British Fleet in American waters. The communications between the powers to be in London and the British forces in America were the responsibility of the British fleet commanded by naval officers fresh from London. These officers ultimately reported to Admiral Howe. It is therefore not surprising that the Admiral's brother General Howe in New York was able to anticipate and counter the plans of his perceived competitor to the north, General Burgoyne.
