1939 Alcohol Regulation

An old news item reads:

SATURDAY, July 1, 1939 - - No more can the men of the ASIATIC FLEET go ashore and sign chits for their liquid refreshments. This practice has been in force for years and it was sort of a ‘Gentlemen’s Agreement’ between the cafe proprietors and the enlisted personnel.

The Commandant of the 16th Naval District, by issuance of a District Order, has abolished this practice.
