Articles of Confederation

Article I. Mission: The Missouri Confederation of Wargamers exists to provide a forum to facilitate communication, cooperation, and coordination among the gamers of Missouri.

Article II. Membership: The Confederation will not recruit or maintain individual memberships. Memberships will be awarded to organizations only. Any organization that signs these Articles will be members in good standing of the Confederation.

Article III. Dues: There are no set dues within the Confederation. The Confederation may collect for the purposes of event insurance, funds from the member organizations, if a majority of the organizations agree to the expense.

Article IV. Treasury: The Confederation will not maintain a treasury. Any organization that sponsors an event will do so with funds from their organization's treasury. The Confederation encourages organizations to cooperate in funding events with the understanding that borrowed funds are returned first, and any debit is accrued by the sponsoring organization. Funds collected for insurance purposes will be paid to a mutually selected organization that will coordinate the coverage for the entire Confederation. Proof and duration of insurance coverage must be made to all participating organizations within 30 days of payment.

Article V. Meetings: The Confederation should meet bi-annually, to discuss scheduling of events, insurance coverage, and information exchange. The meeting dates should be set on non-event days so there is no distraction from the business of managing the Confederation. Meeting structure will be left up to the residing chairman.

Article VI. Organization: The Confederation has no permanent organization. Member organizations will designate a point of contact (POC). The point of contact for each organization will attend meetings and be the voice for their organization. If a designated POC cannot attend a meeting, then a representative can be appointed if the other POC's are notified in advance of the replacement. Notification of replacement can be made by phone, e-mail or mail. The first order of business at the bi-annual meeting will be to elect a meeting chairman. The meeting will be run by the previous meeting chair until the new meeting chair is elected. The elected chairman will assign a scribe. All attending organizations will receive a copy of the meeting minutes. Each undersigned organization will have one vote within the forum.

Article VII. Newsletter: The Confederation will designate an designated organizations newsletter editor each year to edit a monthly Confederation Newsletter Hot Sheet. The designated newsletter editor will be provided a contact list of all other organization newsletter editors. Information can be passed to the Hot Sheet editor, and then set out for publication in all of the local newsletters.

Article VIII. Bi-annual Addendum: A bi-annual addendum will be posted to these articles at each meeting. The addendum must state which organization will coordinate and make disbursement for insurance, edit the Hot Sheet, list all agreed upon upcoming events (date, sponsoring organization, location) and minutes from the current meeting.

Article IX. Amendments: These Articles of Confederation can be amended at any bi-annual meeting. The articles can be amended or added to with a majority vote of those organizations attending.
