Harpoon Scenario: East Timor

This hypthetical scenario is set in the East Timor crisis. The UN mandate allows the ETUNFOR to use deadly force against anyone firing on its forces, or leveling weapons to their endangerment. They are allowed to reply to force with force and to arrest and detain anyone opposing it. Similarly, they are charged with detaining persons wanted for or suspected of war crimes or genocide and taking those persons before the UNHRC for assessment.

This scenario presents players with a situation where there is firing by naval forces and much pointing of weapons. The map used is deliberately fictional but presents some of the ‘feel’ of the area. Timor is presumed to be off the map to the right of the line 14. The fictional village of Mirilian is just two squares off the map on the line 14D. It is not shown on this map as it is of no relevance other than the source of the scenario that follows.

Each square of the map is 10 nm across. Passing diagonally across squares is considered to be 14 nm. All the islands shown are Indonesian territory. Considerable international shipping passes through these waters. Large container ships and tankers through the Jarani Strait, with smaller cargo ships and trading vessels through the other straits.

Considerable inter-island traffic, fishing boats, and other small craft can be expected in all areas. The Jarani Strait is considered international waters for the passage of shipping. Non-Indonesian warships and military aircraft are expected to keep 20nm from shore other than where this is not possible, where they must keep to the middle of any seaways. Entry into any area that is considered restricted waters, such as the Muronri Passage, Ooroti Passage, etc. would be a violation of Indonesian territory. Players from both sides must keep in mind that Indonesia and none of the UN nations involved are at war.
