Fred and Dan crafted the OOB, with a token amount of my help. Most of the raw numbers came from books by Nafziger and Bowden. A stand is approximately 2,500 infantry or 1,000 cavalry.

As for artillery, one stand of French equals approximately 32 guns, Austrian 40 guns, and Prussian/Russian 48 guns. We tried to take into account in qualitative differences in order to equalize troops, as well as provide a balance between the number of infantry, cavalry and artillery units. Just counted gun tubes skews the operational flexibility (or inflexibility), so we found a good ratio to work with.

As always, numbers on the historical battlefield do not divide neatly into 2500, 1000, 32, 40, 48. Sometimes we combined several small units in order to create a Snappy Nappy unit (especially among Austrians). Othertimes, we looked at adding the third stand option in order to keep the number of units manageable. For artillery, we would weigh the effectiveness of the "leftovers"--what would an extra eight or ten 12pdrs do?--and alter the Unit Rating.

With three sets of eyes, and a purpose in mind, we were reasonably sure we had not missed anyone and we created a balanced set of units on both sides that reflected the quantity and quality of what was available at the time. In a few cases, for historical flavor, we noted the dominent type of unit, i.e. the Wurtemburg Light Cav in VI Corps, or 39th Polish Div in III Corp. If you have the troops, then use 'em. As for wielding such armies, well, that would be up to the commanders...

The starting position was primarily determined by consulting the Avalon Hill boardgame, Struggle of Nations, although some liberties were taken. All units had to start within 6 inches of the town named, with some stretched out along the road.
