FtF to FoF: Draft German OB

Note: This order of battle covers the German armed forces in the period from First to Fight to Fall of France, as an adjunct to the Europa-level 1939 German order of battle in FTF. The OB is incomplete. It does round off the 1939 OB for all German forces-those units that began forming or reorganizing in 1939 but were not combat-capable until 1940. It also covers most of the units of the German Army up to May 1940. Some Army units and most Luftwaffe forces are not covered.

In addition, the ratings of some units disagree slightly with those in Fall of France. All this will be worked out for the Collector Series edition of Fall of France. For now, this OB is for your interest and for inveterate scenario builders.

FEB I 40

Special: Germany may winterize up to 5 infantry divisions. Any infantry divisions in any WK in Germany, including those that become full strength reinforcements on this turn, may be winterized. The division must be in regular supply and not in an enemy ZOC. It takes 2 turns to winterize a division: Remove the division from play and place it as "forming' in the appropriate WK for 2 turns. However, a division that is winterized cannot also undergo the Mar 1 40 special upgrades. (Note that divisions becoming full strength on Jan 11 and Feb 1 40 do not participate in the special upgrades. Historically, the Germans winterized five of these- 163rd, 169th, 181st, 196th, and 198th-while taking all possible special upgrades. You may want to do this, too, in order to maximize the strength and capabilities of your forces.)

OB Notes

1) The preceding order of battle almost gets us from the Polish campaign to the start of the German campaign in the west. There's still more work to be done for early 1940, which is the province of the Fall of France Collector Series edition. Here are a few short notes on what is left to do:

2) The Feb I 40 winterization rule reflects the effects of the Heuberg school, which sent out detachments to train and winterize five divisions each winter. (Mountain divisions were winterized as part of their normal formation process.) In the winter of 1939/40, in preparation for the Norwegian campaign, it winterized the 163rd, 169th, 181st, 196th, and 198th Divisions, most of which then fought in Norway. (The 69th and 214th Divisions also went to Norway but were not winterized-which is why they went to southern Norway and either stayed in the south or withdrew, while the winterized divisions fought in the snow-bound northern reaches.)

In the winter of 1940/41, the Heuberg school winterized the Wehrkreis I infantry divisions, plus a new division in Norway (the 1st, 11th, 21st, 61st, and 199th).

The winterization system broke down in the winter of 1941/42, due to the rigors of the first winter in the Soviet Union and Heuberg's involvement in raising anti-partisan ski units.

I envision having a set of winterization markers, with which the German player can mark winterized infantry divisions. Should you use the above divisions as winterized in FITE/SE? In theory, yes. In practice, this hasn't been tested out to see its effects on the game, so you'd better get all players to agree to this before using it.
