Developer's Notes

Replacement Records Chart

1. Note that the Soviet replacement pool is maintained as one combined pool, and not as separate pools for the Leningrad and Baltic Military Districts. For replacement purposes (only), treat the entire Sovietowned playing area as one Military District.

2. The number of special replacement RPs which may be added to the Soviet replacement pool each turn is not restricted. That is, the "no more than 10 RPs per Military District" provision of Rule 34B3 is waived for this scenario. Simply make the normal special replacement calculation and add the result to the Soviet replacement pool.

3. Note that the Axis player receives his entire allotment of regular replacement RPs on the Jul 141 turn. He must budget these accordingly, as they are all he will get.

Deployment Note

Soviet players are confronted with a major problem when setting up per the historical deployment. Both of their flanks on the border have gaps which are impossible to seal. The gap near Memel at 1B:2125 can be contributed to Soviet unpreparedness and/or poor staff work. The gap along the Soviet left flank in the 1B:3000 row is a different story. There actually ARE Soviet units there, but they are being overrun by German units from 3rd Panzer Group in action not directly shown in the scenario.
