Napoleon III did not inherit a Guard Corps when he became Emperor of France. The Royal Guard had fallen by the wayside when the Citizen King gave way to President Bonaparte. Also, since the Empire was supposed to provide for peace and stability, it did not seem immediately politic to create such a force.
