* Most sources indicate that the Roman use of 'slave' legions occurred after Cannae (indeed was brought about by Cannae). The penal forces listed in the OOB represent the most recently raised legions or the urban' legions.

** Sources vary over whether the Triarii remained behind to protect the camp, attempted to attack theCarthaginian camp whilst the main battle was being fought, or participated in the main battleitself. Depending on your interpretation, use up to 12 SP to represent the triarii, or use other SD as Legionaries.

The die roll combat modifier when fighting against this troop type. Note that this for the normal troops of this type, some scenarios may modify these.
Movement is in hundreds of paces. The figure in brackets is the move in Bad Going. Italian and Penal legionaries have lower combat modifiers to reflect their relative strength/reliability compared to the Roman legions.
* Not included at Cannae, but listed for completeness.
** For Cannae, how (or if) you want to split the Gallic and Spanish troops (using labeled stands or different figures) amongst these types is up to you. Otherwise, use standard DBA values.

Editor--Daniel generally seems to split it 40/60 Spanish/Gauls with the Spanish pretty evenly split among the types and the Gauls largely as types (a).
