I think fleet actions for tourney would be a bit much. However, multi-ship tourneys are another matter. Call it the melee format Let's say you get to pick three ships of the same species. Each ship must be from a different time period and can not be the same ship in each period. You have a set bpv to buy your ships...you can buy one two or three ships within the rules. You either pick or randomly draw from these three and fight a battle. You play mismatches of year size class etc... Some limits like no Carriers (defined as ships requiring escorts) , no monitors, no size class 2 ships, no maulers, no SFGs would apply. You win and keep playing with the ship in it's end battle condition.. You play against the same players 2nd ship and then third. For Example Gorn DW, CL, CA approx 320 & whatever option items to bring to set bpv say 350. vs Rom we, Ke, & SKA 1st Game series
2nd CA vs crip KE = Ca wins lost #1 shield 2 internals (power hit) 3rd CA (same Damage) vs SKA = crippled Ca 4th CA (crip) vs WE = dead CA undamaged WE (maybe some shield damage) 5th CL vs WE = WE win severly dam aged. WE placed in elimination que. 1 game won 3won, 2 lost so 3/5W, 2/5L You can compare unequal game plays using fractions of W/L The winner's survivor's are held in storage for an elimination round. You then play your next opponent with the same three ships in fresh condition..... This continues until everyone has played X games(not matches). The Wins/Losses ratio determines winners. If the top players have the same Loss/Win ratio then they play an elimination with their previous survivor ships. Say after 3 games the tourneys over and two players have the same W/L ratio.... one played 3 games the other two. They play an elimination round using their damaged survivors. Since one player only played two games the player with three survivors picks the best two. They play their elimination and the W/L ratio of that determines Tourney winner. This lets you use multiships using BPV and different time periods. Winners are determined by win loss ratio...and the overall winner will be the player that won the most games AND did it with the least amount of damage to his ships. This will encourage better tactics not just close fire and hope the Phots hit. You can either set the years or use a formula. Say the summed years can not exceed 450. So a Y180ship + Y120 + Y150 or = 450 Map size will always be an issue, Hydran FTRs might be a bit tricky . Either let them have all survivors, or just what can be fitted in the bays {overcrowding?}. I'd go for overcrowding(I'd like to see a Hydran have to launch unarmed FTRs so he can begin arming those left in the bay :-). Kind of an oddball idea eh!? Yet it will allow a BPV system, will encourage and allow big & small ships, variety of ships (No more, "I'll take..... three D5s."), ships before and after refits, encourages better tactics, allows EDR repair racial advantages to play an effect (don't leave that fed alone too long!), provides a serious challenge in mismatching hull size, bpv amount, and technology advancement, while giving players multiple styles of games. Frigates, DDs, Classic, BPV, Overall balance, & preservation tactics. You could also do a multispecies Melee pick three ships of different races...etc...
