Firing over one's own troops, whether from or against a higher position, is something which is always awkward to define in a rule. Here is one that seems to give suitable flexibility. "Troops may fire ball/shell or Small arms over their own troops at a lower level against a target at the same level as their own troops if the range to their own front rank is less then 3 times the distance between it and the target. Troops may fire over their own troops at the same level as themselves against a target at a higher level if the range to their own rear is more than 1/3 of the distance between it and the target." This rule is designed for a game where a mixed battery of guns and howitzers is thought of as firing both ball and shell. When howitzers fire separately the factors could be increased to 4 and reduced to 1/4. A similar rule could be used for firing of nature of the obstacle the factors should probably be 2 and 1/2.
