According to polls, 75% believe global warming is at least fairly serious, and 67% believe Bush should develop a global warming plan. (See 'Time' Magazine, April 9, 2001.) There's a phrase in the oath of office, 'to preserve, protect, and defend.' A president has to try, not just to represent the people who put him in office, but all of the people of the United States.
