1) when the non-phasing player declines to counter attack in a pitched battle, does that end the combat or can the phasing player make a 2nd round attack anyway? (standard rules 198)

    A) The phasing player can go at it again.

2) re cavalry brigades with a subordination value of 0 (from joint c/i brigades) - should their subordination value be 1/2 when the infantry SPs are eliminated/transferred? (exclusive rules 217)

    A) Okay for house rule, but not officially (avoid complexity/not a big deal).

3) If the unit in one citadel (eg Citadella) hex claims the right to avoid combat and becomes beseiged does this place the units in Mantova under seige as well:

    A) No.

4)ZOC and Citadels - ZOC's extend into besieged citadels, yes, but does this also apply to movement which means that low initiative leaders are vitually unable to move (due to resistance DRM,initiative and movement modifiers and ZOC exit costs) (exclusive rules 58)

    A) Right, until you put them under a named commander (like d'Yrles, who's there from day one) or open a LOC.

5) under what conditions (strength and location or just as replacements)do Miollis and Bertin set up and are they available in the battle scenarios? (French Unit Manifest)

    Miollis and Bertin actually had set-up locations in the original version. They were 'virtual' units that came & went in between times.
