Is this Yuri Dolgoryukiy? This drawing of a "4th generation SSBN" was published in the 1996 edition of Worldwide Submarine Challenges, a thinly disguised advertisement for the new SSN, a follow-on to Seawolf, published by the Office of Naval Intellegence.
