Dear Mr. Bond, The WARP-system is excellent to compare different units in terms of their tactical and technical utility and to motivate some players to perform SAR operations. Regarding the idea to measure losses at the end of a scenario, I miss the aspect of political and/or press impact. For example: Everybody expected the US Navy to blow Saddam Hussein's few ships out of the water. It was not even mentioned in the press. On the other side if only one ship (even the most insignificant) of the US Navy would have been slightly damaged by some Iraqi effort, there would have been an uproar in the press all over the world. Therefore I propose to multiply the "WARP loss points" by a number between 0.5 and 10 according to a subjective judgement of the public opinion or expectations. Any Navy in a scenario will get a different "Political or Opposing Press" (POOP) value. For example: The US Navy (POOP value 10), the Royal Navy (POOP value 8) and the French Navy (POOP value 5) attack some Balkan navy (POOP value 0.5). There is now a high motivation for the Balkan navy to perform high risk operations against the US Navy. Regarding the US Navy this multiplier can convert a nice little tactical victory (more enemies sunk than own losses) into a strategic nightmare.
