Because of the number of littoral scenarios being created, the Harpoon and other antiship missiles are now more likely to be used against targets near shore. The TARH seekers used by the majority of these missiles will not distinguish ships within five miles of shore from the coastline itself. Missiles fired at ships within five miles of shore will instead lock onto land and explode harmlessly somewhere ashore. IRH seekers (like the one on the Penguin) are unaffected, which may explain why the Norwegians picked it.
