Mark Hilton, in a recent E-mail, pointed out that the stats for Vestal were missing from Annex A of Rising Sun. She is a size class B, and thus a deep-draft vessel. The armament was a challenge, but represents a best guess and is typical for ships of that type.

7 Dec 41: Vestal damaged in Pearl Harbor attack.

AA armament changed during WW II to (1)2 3 in/50 AA, 4 40mm. (Area AA = 0.6, Lt AA = 1.0)
