Imagine an inbound Big Nasty Missile (we'll say a Shipwreck or some such with a speed of 12 nm per Eng Turn). The target is a Knox with a single 5" gun with a, 5 nm range. Now in Engagement Turn 1, missile finishes its movement at 4.5 nm away. So, the Knox gets a shot off at 5% to hit. Let's assume it misses, and we go on to the next turn. Missile moves and will hit the ship. (I'm working off rule 6.4.1.5 here). Now lets say there's another Knox, also with a BNM inbound, but this one finishes its movement in the Engagement Turn at about a mile distant from the ship. Its Mk42 gun opens up, but this one has a 25% chance to hit. Is it fair that the ship should have an extra chance to hit merely because of a game mechanic? I think not.
