Clarification Rule for the
Three-Second Rule in Harpoon 4

The setup instructions in SITREP #14 are incorrect. The following revised setup should be used when playing this scenario.

Setup: Each force will be randomly assigned one of four sectors around the island of Oz. The sectors have the following azimuth limits based on cardinal points: Green (000° - 090°), Red (090° - 180°), White (180° - 270 °), and Blue (270° - 000°). The range limits have an inner edge along an arc 17 nm from the coast of Oz while the outer edge is 20 nm. The mysterious fog bank is 5 nm thick and is located from 15 to 20 nm away from the island's coastline.

What I am doing in such a circumstance is that if a missile is going to hit a ship, and it has a greater movement than the range of the defending weapon, I will roll the dice once. If the roll to hit is low enough that it would have hit the target at long range (In this case I roll a 5 or less) I deem the missile to have been hit a few miles away. On the other hand, if the roll was high, but still hits, we'll say a close 24, the missile was deemed to have been hit at the last minute and the three-second-rule would be invoked. A system of proportion can be used to figure out what would be the dividing point of the use of the three-second-rule... anyway, it's just a suggestion for you.
