Ok, well a while ago I had some ideas for this and I just found them. These are crude rules.

Objective: Deal with Barbarian-Carthaginian invasion from any side a Three player game. Plus, there can be intrigue amongst rival generals.

Players:

Roman: Professional soldiers
Field Marshall
Army Commander 1 through 5

Carthaginian: Smaller than Romans
Carthaginian C-in-C
Spanish Infantry Commander
Spanish Cavalry Commander etc.

Gauls:
Gaul Chief
Gaul Infantry Commander
Gaul Cavalry Commander

Mechanism:

Rules: For Movement, A map will be needed Matrix Arguments For: Non-Combat Actions SCRUD: For battles

Turn Sequence:
Random Event: Roll on a chart
Movement
Non-Combat Actions
Combat
Morale

Strategic Level: Fort equals 1 argument, 1 turn a season

Every Commander must role from his national characteristic table. The player should role play this trait in the non-combat phase.

National Characteristic of the Romans
Supremacistic
Civic Duty
Eater/Good wine
Aggressive/Defensive
Greed
Persistent
Mos Maiorum Love of Family, etc
Gravitas: seriousness
Dignitas: Dignity
Pietas: Self sacrifice/devotion

Random Events (percent killed in army) 1d10
1: Germanic Slaves rebel
2: Barbarian Incursion: good or bad depending on side.
3: Plague (10-50%)
4: bad harvest, famine (20%) Morale-1
5: mutinous activity, Morale -1
6: Corruption
7: New Legion Arrives! Reinforcements or more enemies?
8: good harvest, Morale +1
9: defection 10% of their army joins you!
10: morale booster Morale +1

All armies start with a base morale and well as it decreases units desert starting with mercenaries and working it's way up...more rules for that later if interested.
