Princes of the Renaissance is an interesting mixture of Wargame and Eurogame. boardgamegeek.com/game/8045

Definitely recommend Euphrat & Tigris (North American title Tigris & Euphrates). 4-player only

Mare Nostrum is a slightly simpler Civ-type game. boardgamegeek.com/game/3931

There are the classic Gamemaster series reprinted by Hasbro, Axis&Allies and Samurai Swords. boardgamegeek. com/game/10093 boardgamegeek.com/game/221

Also, if you're lucky enough (or rich enough) to find a copy, there's Conquest of the Empire and Fortress America. two-to-four-player for the latter. boardgamegeek.com/game/97 boardgamegeek.com/game/99

And for that more than silly 'wargame' experience, Kings and Things* boardgamegeek.com/game/58

Also, try browsing through the Geek's search of Civilization games: boardgamegeek.com/catbrowse.php3?id=15

You should definitely take a look at Duel of Ages. It's sort of wargame-like but not a true wargame. Two teams play against each other attempting various adventures to gain victory points or they can do direct combat. The game lasts for a length of time determined by the players before starting rather than ending when some criteria is met.
