In fact, this is not true - I am playing another game of BtB, and we discovered that the rules (at least the latest rules set) prohibit the Allies from invading at any of the non-African (or Maltese) beaches in the Med until Africa is cleared; also, they prohibit invasions of mainland Italy until Syracuse is in Allied hands.
