I might suggest you look at the following games if you are interested in strategic games using resources. They may not use resources to yield more reinforcements but they certainly have that simulated in the game in some way. Strategic Napoleonic is well serves by two games Age of Napoleon (Phalanx) and the Napoleonic Wars (GMT). These games are not my particular preference in size or complexity but I have heard very good things about them from others that I trust. Strategic Civil War is very ably served by Blue vs. Gray (GMT). Strategic World War One is covered in Paths of Glory (GMT), which is probably a bit more involved than the others but probably the most popular of games made in the last 10 years. The man that designed Paths of Glory is coming out with a new and simpler design on WWI, to appear in the very near future by Phalanx. It has a much shorter playing time and is less complex. Strategic World War Two has a bunch of possible choices that range from the relatively fast and playable to the monstrous. Once again GMT has two good offerings Europe Engulfed (block based) and Barbarossa to Berlin (very much like Paths of Glory above). They are plenty of others - larger and more complex - that you can look into should you want more complexity. Funny that the choices above seem so GMT heavy...I guess this is their niche right now.
