Europa During exploitation can a unit always move one hex even if it has insufficient MPs to do so? Yes. See Rule 6. When doing patrol attacks, should the non-phasing player decide after each single attacking air unit moves whether he would like to attack it, or does he wait until they have all moved? He patrol attacks while the phasing air unit moves, thus it is possible to patrol attack an air unit before it reaches its target. See Rule 19. FiTE/Scorched Earth Rule 28E, paragraph 2: "Each bombing hit on a river flotilla does one hit of damage to the flotilla unless it is at sea. A bombing hit does two hits of damage to a river flotilla at sea." Does "at sea" mean any time the river flotilla is not in port, or does it literally mean at sea? It means coastal and all-sea hexes as opposed to rivers and lakes. (Note: river flotillas are never "in port," though they may embarkl disembark cargo at ports.) Rule 38G (Luftwaffe Schools), paragraph 2: "He deactivates and/ or removes from the available box non- glider air units equal in number to the number of air units he called up from the schools." This procedure can lead to incorrect totals if available units are removed instead of active units. Rule 27D defines "deactivation." Rule 26B stresses that active air units may not exceed the GA. Rule 38G, paragraph 1, allows the German player to call up from the school more air units than GA. Such extra air units go to the available box per Rule 27C. The wording of the above sentence simply allows the German player to stand down available units in addition to active ones,, it does not permit him to cheat on his active GA totals. During mud or snow can a truck extend a supply line one hex (its maximum length) if the hex would normally cost two hexes (for instance, into a forest or across an unfrozen major river)? Good question. No (per John Astell). However, the penalty is ignored if the truck supply line is traced along a road (per Rule 12B2). Rule 38F1, NKVD Political Troops Modification: "Since the result is DE, the no retreat ability cannot be used." HX and EX results will also eliminate the NKVD unit. Should the rule include HX and EX? No. The rule says, "The special abilities of an NKVD political troops unit (Rule 14G) is not used in the defense of a hex if the com- bat result against the hex is DE" (underlining mine). It does not say, "...if the NKVD political troops unit is eliminated. " When the Russian player sets up his air forces in the '42 scenario, should some of the air units be Guards? Yes. After randomly selecting active units (Rule 4 1B2a, last paragraph), he picks 6 air units for Guards status, then he randomly chooses 25 active air units as inoperative. Why is there a 1:4 column on the Ground CRT? The best you could hope for is AR. Suppose you planned a 1-2 attack but your offensive air support was driven off and the odds fell to 1- 4? If I would like to supply 20 REs of troops by naval transport, is it necessary to provide them with 20 REs of supply per game turn, or must I do it every player turn? For example, if supplying 20 REs with the help of river flotillas, would it take one or two tlotillas to keep them in full supply for a whole game turn? One. The disembarked 20 REs of supply would be available in the following enemy initial phase, and the same 20 REs would be available in the next friendly initial phase. See Rule 12E2. May German fighters based outside non-Arctic Finland make interceptions over said area, thus exceeding the limit of German units in that area? No. German air units based outside Finnish territory may not operate in or enter this region if this would exceed the maximum German RE limit. See Rule 32, paragraph 1, and Rule 32B1, paragraph 7. Are replacement pool substitutions compulsory? Yes, but they are delayed if an appropriate unit is not in the pool. See SE errata of Jan 189, Rule 34F8. Sometimes one has to withdraw units from the replacement pool. If there is no such unit in the pool.... Delay the activity until an appropriate unit enters the pool (per SE errata of Jan 1989, Rule 34FB). If the OB calls for a replacement of a unit, but all such units are already in play .... Delay the activity until an appropriate unit enters the pool (per John Astell). Are German heavy motorized AA replaced with infantry or armor RPs or a combination? Infantry RPs (per Rule 34B1). Are airborne units in supply on the game turn after they are dropped? They must trace to a supply source like any other unit. Can you use strategic rail movement through a hex that is the target of harassment bombing? Yes, but it costs. See Rule 20F2e. Through a broken rail hex? No. See Rule 7C. Can a truck be placed in the Demyansk pocket in the '42 scenario? Good point. No. (Or if you do, it starts depleted.) Is it possible for the Axis player to transport a unit by land to an off-map port? No. If the Axis player would like to transport a unit by sea from a port in the Baltic Sea to an Axis- controlled port in the Barents Sea, will it take one turn from the Baltic to an off-map German port, then one turn from there to the destination port? Yes. See Rule 28B1, paragraph 2. And does this require that the German player keeps transport counters based in these off-map ports? No, the transport loads the unit at the Baltic port and sails with it to the "Germany" box on the Axis Game Chart. Next turn it sails with the unit to the Barents Sea port and unloads it. When transporting by sea, can the transport counter transport one RE when going one way, and take another RE back on the re- turn trip? For example, when transporting one regiment to Finland, would it be possible to take another regiment back to Germany? Not on the same turn. Per Rule 28C1, paragraph 1, the transport must end its turn in the hex where the cargo disembarks, in this case the Finnish port. Are the breakdown components of the German 7-6 Para XX 7 specific or can any 2-5 para III be used when assembling it? Any 2-5 para ///. (Rule 36, paragraph 2.) What modifier is used when at- tacking over a frozen lake hex- side? None. Rule 29D2 lists all the restrictions there are for frozen lakes.
