These are minor rules changes suggested for Scorched Earth in specific and Grand Europa in general. The intent of each will be given along with the change. 1. 3F, Ownership: In the second paragraph, change the wording from: "By itself, a battalion or battery sized unit cannot gain permanent ownership of an enemy hex. When entering an enemy- owned hex, such a unit owns the hex only as long as it occupies the hex; upon leaving the hex, ownership reverts to the other player," to read: "By itself, a battalion or battery sized unit cannot gain ownership of a hex. When entering an enemy-owned hex, such a unit gains control but not ownership of the hex. When it leaves the hex ownership remains with the other player." This will eliminate much of the "slime" problem since battalions will no longer be able to block a supply line. The presence, of an enemy battalion will stop rail movement through the hex it occupies, but that is all. 2. 17C, Airbase Capture: Change second sentence of first paragraph from: "An enemy airbase is captured when a friendly ground unit gains ownership of the hex," to read: "An enemy airbase is captured when a friendly ground unit gains control or ownership of the hex." This brings the rule in line with the suggested change in 1 above and allows the use of Brandenburger units to seize an airbase without having to claim ownership of an entire hex (beyond the capacity of such a small element). 3. 34B, Replacements: Change the third paragraph from: "Replacement points may be used to replace an eliminated unit at its cadre strength. The RP cost is equal to the strength of the cadre. RPs may be used to replace a unit at its full strength; the cost is equal to the full strength of the unit," to read: "Eliminated units with cadres must be replaced to their cadre strength. The RP cost is equal to the strength of the cadre. Cadres may then be rebuilt to full strength in a subsequent turn. If a unit does not have a cadre, then it may be replaced at full strength; the cost is equal to the full strength of the unit." This brings the cadre into play more realistically and shows the effect of total elimination vs. the saving of cadres better. Currently, an eliminated division can pop back into existence with far too much ease.
