I. Purpose of ProgramThe need for a systematic way of rewarding players for the quality and quantity of their play is central to ensure that the entire gaming experience is both enjoyable while in progress and provides the individual with a lasting record of his "worth" when playing with gamers from many other places. With a standard of rating, the player can show those who were not present how he did judged by persons who evaluated him relative to the others participating.Il. Program for This ConventionEach rank has a numeric value, the highest rank honorably held is the number used to determine prizes in the demonstration. Each award also has a numeric value, these are totaled and also used to determine prizes. The cadre will administer the rank and awards program, and determine the prize awards. Cadre members are exempt from the prize awards.Ill. The Rating SystemEach award has a value of from 1 to 5 points. In general the top award is 5, and down in order to 1. Staff awards start with a high of 3, and the lowest staff award is 2 points. The total of all decorations awarded to a player is added to the rating (again from 5 down to 1) of the highest rank held without demotion. This total will be the .worth" to the team of that player.We (the Cadre) hope to present every player with a written record of his history in the game. This record will show his assignments (dates from and to), awards he received during that period (and for what exact reason awarded), and give him a final numeric rating for his total time in the game (the "worth" figure). IV. Rank and Reward OverviewBoth teams will have a structure of ranks and rewards that will allow a player to be recognized by promotion, awards of proper value, or both as the commander decides fit.V. Axis Ranks and Rewards1. Rank structure:
The starting rank of all Axis players will be General Lieutenant. Promotions are awarded by the C in C only. 2. Awards and decorations:
The top five awards are for command or tactical achievements, the bottom two are for staff or administrative work. Decorations may be recommended by any person's commander but are awarded only by the C in C. VI. Soviet Ranks and Rewards1. Rank structure:
The starting rank for all Soviet players is General Colonel. Promotions are awarded by the C in C only. 2. Awards and decorations:
The top five awards are for command or
tactical achievements, the bottom two are for
staff or administrative work. Decorations may
