Please address rules questions to him.] Fred HelfferichIf optional rule 39.C (Finnish War Effort) is used, may the Soviets attack into Finland (south of A line) on their June II turn even though in the Axis June II turn no German or Finnish units entered Soviet territory from Finland or attacked across the border? Argument "pro": Card drawn could be ace of spades, removing restrictions on Finnish neutrality, and failure of Axis forces to act in June II could be a ruse. So why should Soviets have to wait until being attacked? Argument "con": Rule 32.B (Axis Allies, Finland), clearly saying that Finland is neutral in June II, is not revoked in rule 39.C. Even it they had drawn ace of spades, Finns would only have foregone opportunity of entering war early, but would not have given an excuse for neutrality violation if they had stayed passive. [Rule 32.B (argument "con") prevails. The Soviets may not enter or attack into Finland on Jun II 41 unless Finnish or German forces actually exercise the ace of spades option and enter or attack into the Soviet Union from Finland on Jun II 41.] Ben KnightBen, the +3 and +4 columns on the SE Air Combat Results Table are identical!
