Rule 7E. Gauge. A broken rail line must be repaired before it may be regauged.

Rule 12C3c. Spanish Morocco Supply Sources. Any port in Spanish Morocco may provide supply for up to 30 REs of Spanish units.

Rule 23A3a. Position AA. A position AA counter has no defensive ability, even when stacked with regular ground units.

Rule 27B4. Gibraltar. a) Siege artillery is doubled in strength when attacking Gibraltar. b) Note: Gibraltar is a port.

Rule 28B. International Zone. Spain occupied the Tanger International Zone in 1940. For game purposes, the zone is part of Spanish Morocco. For the purposes of the Tanger special reinforcement (see the Spanish mobilization schedule), Tanger has been Spanish controlled for more than six turns.

Rule 28D. Andorra. Andorra is neutral. However, either player may violate Andorra's neutrality.

Rule 30B. Spanish Preparedness. The Allied player may move Spanish forces during the player turns of the pre-scenario partial mobilization. During these turns, no construction or demolition activities are allowed; Spanish air units may not fly any mission except transfer; and Andorra's neutrality may not be violated.

Rule 30C. Moroccan Garrison. The minimum garrison for Spanish Morocco is six REs, not five. Optional: The minimum garrison for Spanish Morocco is 12 REs, but each police regiment counts as two REs toward this garrison requirement.

German Order of Battle. References to 1-10 mot Machinegun II should be to 1-8 mot Machinegun II.

British Counters. a) The British counters are printed in a nonstandard Europa color, but this has no significance for play of the scenario. b) The air units designated "Spit 5" should actually be designated "Spit 1."

Questions and Answers

May Spanish fighters fly interception missions during the German invasion turn? Yes.

Do Spanish ZOCs extend across the border during the German invasion turn? No.

Is there any limitation to the capacity of the Spanish railways? No.

Can German units in Spanish Morocco be supplied? No.

Is the intrinsic defense strength of a dot city always considered in supply without using any of the city's three RE special supply capacity? Yes.

If Spanish units survive Spanish surrender and move into the inner Gibraltar hex along with British units under siege by the Germans, may the Spanish units be supplied by the British? No.

May British reinforcements be delayed at the option of the Allied player? Yes.

When applying Fall of France rules to Spain and Portugal, may German air units bomb Allied troops when they land by naval transport as well as when they withdraw? Yes.

Is there any special limit to the size and/or composition of a force which can attack from hex 3826 into Gibraltar? Is there any special limit to the size and/or composition of a force which can defend the Gibraltar fortress or attack out? Is there any limit on the amount of heavy static flak that can stack in Gibraltar? No, to all of the above.

Are heavy AA units halved when attacking Gibraltar? Yes.

Can airborne or air landing units land directly on the Rock? Yes.

Are airbases in Spain, Portugal, Spanish Morocco, and French Morocco equivalent in capacity to airbases in France? Yes.

The Order of Battle says British air units arrive after a transfer mission, but the Fall of France rules list two kinds. May the British air units fly a subsequent mission in the same turn? No.

May German ground units deploy in Vichy territory for the scenario? Yes.

According to the FoF rules, all ports in Spain and Portugal would have a capacity of 6 REs worth of units having heavy equipment. Somehow, this doesn't seem right. I just can't justify the fact-in game terms-that Santander can handle the same amount of troops and equipment as Gibraltar.

    This is the old "inclusion vs. significance" debate. In each Europa game, we try to keep the specific rules of the game at the proper level of significance to the topic covered. In some cases, certain events or instances simply are below what we consider significant to the campaign. A whole range of Spanish port capabilities could be added, but the simpler FoF system works well without causing any appreciable distortions.
