Introduction

The purpose of this article is to give scenario builders information to enable them to fuse First to Fight, Fall of France (FoF), and perhaps Their Finest Hour into a large game simulating the first year of World War II. The vast majority of counters used in this OB/OA are provided in Fall of France.

A note to players: from my observations, the French player will almost always do better than the French did historically in any game of the 1940 Campaign in the West. The French Army was a model of preparedness in comparison to other opponents the Germans faced in the first two years of World War II. The problem was not equipment, but command.

Counter Changes

A number of units have been either added to the FoF counter mix, deleted or re-rated for this OB. The additions are either units that have appeared through new research or ones which must be added to update the OB. Many of the reratings are of larger armored units. Some FoF units must have self-supported indicators added, the concepts of divisions that support only themselves and of unsupported cadres are relatively new in Europa. Units that are not in the FoF counter mix have their unit IDs underlined in the OB/OA.

French player may now begin disbanding his "B" series infantry divisions (3-4's and 2-4's) and static brigades (0-1-4's). Units disbanded are removed from play and may not be rebuilt. For each unit disbanded the French player receives infantry replacements equal to the unit's defense factor. These replacements become available on the turn following the disbandment. A maximum of 6 REs may be disbanded per turn.
