Mr. Hammond to the Secretary to the Admiralty
Foreign Office, February 26, 1862

Sir,

With reference to my letter of the 23rd ultimo, I am directed by Earl Russell to state to you, for the information of the Lords Commissioners of the Admiralty, that his Lordship is of the opinion that Commodore Dunlop should be informed that he may remove the Marines from Vera Cruz, either on board ship, or to Jalapa, if it shall be thought expedient to do so.

(Signed) E. HAMMOND
