With reference to the subject of the offer of the Crown of Mexico to the Archduke Maximilian of Austria, I have to instruct you to inform Count Rechberg that it is the intention of Her Majesty's Government to abide strictly by the terms of the Convention of the 31st of October, concluded between Great Britain, France, and Spain, relative to the intervention in Mexico.
