Earl Cowley to Earl Russell - (Received January 18) M. Thouvenel informed me this afternoon that the Emperor had determined to reinforce the expeditionary corps sent to Mexico. M. de Flahault, his Excellency said, would be instructed to state the reasons of this determination to your Lordship, and he (M. Thouvenel) hoped that it would not be opposed by Her Majesty's Government.
