Earl Russell to M. Isturiz le Ministre, I beg leave to thank you for your note of the 13th instant, in which you communicate to me the instructions addressed by the Captain-General of Cuba to the Commander of Her Catholic Majesty's military and naval forces in Mexico. I have at the same time the honour to inform you that, whilst those instructions are considered satisfactory by Her Majesty's Government, they have not yet been able to understand why the Spanish expedition set out before the arrival of the British and French forces.
