Earl Cowley to Earl Russell (Received November 6) My Lord, M. Thouvenel had already received from M. de Flahault before I could communicate them to his Excellency, the observations of the Board of Admiralty respecting the manner in which the junction of the allied squadrons on their way to the coast of Mexico should be effected, to which your Lordship's despatch of the 1st instant relates. His Excellency said that he had already spoken with the Minister of Marine, and had found that arrangements had been made for the French squadron to take its final departure for Mexico from Havana, whence it could put to sea in company with the Spanish squadron. There was no objection to Cape St. Antonio as the rendezvous of the allied squadrons. The French squadron will leave Toulon on Monday next, but will call at Algiers to embark 500 Zouaves. The French Admiral will then be enabled to land about 2,500 men.
