Rule Committee

In our issue # 19, we were announcing the creation of a rule committee to examine and decide on rule changes etc.. The committee to date did not materialize and yet the work must be done. The simplest way is to come up with a very simple form in which the proposed rule change is described, including the arguments for and against the proposed rule change. If possible the rule change and argumentation (legal meaning!) will be presented here as we have done so many time with limited results.

We are precisely seeking results. The committee is presently limited to the following members since they are the only ones that know the rules (and not always expert at it, including the writer I must confess).

    Bill Berei
    Tom DeVoe
    Bill Perry
    Dick Ponsini
    Mike Gilbert
    Jean Lochet

The other members may join the above commiytee at any time the committee recognize their knowledge of the rules.

Anyone, even members not in the commiytee, can challenge a rule but he must be aware that the burden of proving anything wrong etc. is on the challenger. The commiytee has full power to decide. The policy is nothing new and is described in issue # 3 of NJN. It will be revised and published here shortly. In case of a tight ruling, I think it should be fair to allow me to have the final say so. I am not a dictator and do not enjoy power, but a job has to be done.

All that is very nice, but who is going to do the job? A very capable and quiet member who came with several rules of his own (Armor, etc.) our friend and long associated fellow wargamer Bill Perry.

Furthermore, Bill has already started the monumental task to rewrite our rules in a comprehensive and orderly fashion. That should end the incredible mess of some 240 pages we have at the present time.

As soon as the basic part of the rules is ready it will be given to each member. Each member will be requested to know the basic of the rules so he can handle efficiently troops in a game without the constant requests for basic points such -as what is a skirmisher or what are the skirmishers capabilities .... Unfortunately I don't exaggerate.

In order to help Bill we should keep the rule changes to a minimum and NO new idea will be tried if he does not agree and come up with a temporary trial rule.

We should also point out that the trend should be to simplify the rules to speed up the game. Wargame is serious business but should also be fun and not the burden of few.
