The non mechanized nature of the Japanese Army meant that tasks that would be done by machines in other countries needed to be done by hand. As the Japanese Army contained a number of non Japanese elements, ie Koreans and Okinawans, who legally were Japanese citizens, yet not always considered to be trustworthy enough to be well armed. A solution was to put these elements into Labor Battalions and Companies. TROOP QUALITY: Green
