Wally Simon has been associated with the Potomac Wargamers (PW) in the Washington, D.C. area for the past 10 years. Despite his educationaI background (BSEE... CCNY; MSEE...University of Maryland; JD . . . Georgetown University Law Center), he has never been able to satisfactorily answer the question: "If You're so danged smart, why ain't you rich?" Currently employed by the Washington DC Transit Authority, he focuses on government contract law by day, wargaming by night. On the field of battle, his nom-de-guerre is the Lion of Ostlandt; amongst the PW group, the Lion is noted for gathering his forces and making illadvised, uncoordinated, understrength, and premature attacks on the enemy. "Consistency is my goal," he claims. Wally's major interest is skirmish gaming; he feels more at ease in simulating individual action than unit response. The rules are most home-brew... arcane mathematical formulii which place numeric values on each man's morale and combat capability. He works almost exclusively with sequences governed by the draw of action cards from a deck tailored specifically for the era and scenario being gamed. "Someday", he says, "Someday, wargamers will realize the potential of card systems in sequencing movernent and troop interaction on the tabletop."
